Oh, there's the problem!

I was a little shocked by the list, but when clicking on the links it shows that the data for the Canadian publications accounts for weekly circulation, while the data U.S. publications accounts for daily circulation. So the Toronto Star has a daily circulation of about 436,694 (634,886 Saturday).
