a. You've reminded me that I've displaced my Oxford Dictionary of Slang. Never heard of the term before. Miscellaneous Google-searches have yielded no etymological data whatsoever, although definitions are available everywhere.
b. It depends on the sort of toy, doesn't it? If it's that little Tungsten Palm you bidded on, you may be able to cry 'fraud' (if you used a credit card) and get your inadvertently-spent monet back. Otherwise, you may be screwed.
