I can't even decipher any fucked-up logic which guides the use of quotation marks there. Like, sometimes people mistakenly use them for emphasis, but why would you be emphasising Gift certificates?

It's odd. The emphasis is almost purposefully counterintuitive, even if you accept emphasis using quotation marks as acceptable under any circumstances. It's been a while since I've seen such silliness, and I'd forgotten the pain it can cause.

The parking lot in front of my building contains two signs reading:

PLEASE DO NOT PARK IN FRONT OF THE "CENOTAPH"
