North Korea is very self sufficient but to remain so they have to conserve food and fuel and most citizens there have undergone military at one point in their lives or another. I'm assuming that they do not have so many unnecessary lights on at night in an effort to conserve energy.

Not really the case. There simply is no energy.

This map, however, is not real either. If it were, for example, you'd see very big clusters near Shenyang.
